Description of problem:
If you tell anaconda that you don't want to install @core group (-@core) and list packages you want to install (e.g. bash, yum, rpm), they are skipped because they belong to the excluded @group.

%packages --excludedocs --instLangs=en
bash
yum
rpm
vim-minimal
-kernel
-@core

Steps to Reproduce:
1. Build docker image with attached ks file
2. See installed packages

Actual results:
Listed packages are not installed

Listed packages are installed

Note that you should be using the --nocore option if you want to skip installation of the core group.  I specifically added this option for this one case.

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
