Description of problem:
Minimal environment, just X/twm, launch gnome-disks and icons are missing. Icons return after manually installing adwaita-gtk3-theme.

gnome-disk-utility-3.12.0-1.fc21.x86_64
gnome-disk-utility-3.10 (also tested upgrading to rawhide version)
adwaita-gtk3-theme-3.10.0-1.fc20.x86_64

gnome-icon-theme-symbolic has the missing icons, so you probably need to debug why GTK+ is not finding those icons. It might be that your icon theme is set to "Adwaita", and therefore the gnome-icon-theme icons would not be found. There is some guidance about controlling which GTK+ theme is active (and the fallback theme) on the Arch wiki:

In any case, the GTK+ 3 package in Rawhide depends on adwaita-icon-theme, which includes those icons in the Adwaita icon theme, and should work without any changes.
