Description of problem:

We need to add support for the amount of free/used memory to the scheduler.

There is support in the hard constraints section (Filters) but we were asked to support Memory based soft constraints (Weights) as well.

This also means we should think about our over/under utilization logic in balancers.

moving old bug fixed before ovirt alpha release as fixed in current beta2, 
3.6.0-9.

oVirt 3.6.0 has been released on November 4th, 2015 and should fix this issue.
If problems still persist, please open a new BZ and reference this one.
