The net here is, there should be a pre seeded value in seeds.rb like so:
"heat_auth_encrypt_key" => SecureRandom.hex,
And the param probably should be surfaced for override in the staypuft wizard

Adding blocker flag. This issue is preventing to install both layouts nova-network and neutron .
