Description of problem:
Custom install should allow for the installation of individual
packages.  This is not the case. One is presented with only the
pre-packaged packages groupings.

Actual Results:  As described

Expected Results:  Either flat or tree list of selectable and selected
components.

Additional info:

This coincides with Upgrade problems. Experienced users may not want
to upgrade all packages (I don't). The alternative is a new - but
custom - install without formatting. Now neither path is available.

Custom install doesn't necessarily imply individual package selection,
it just changes some of the defaults.
