always

Steps to Reproduce:
1. boot the image
2. When instance boots, check: 
  nova console-log 'foo' | grep -C7 75-persistent-net-generator
3. try doing 
 echo "# " > /etc/udev/rules.d/75-persistent-net-generator.rules
 reboot

Actual results:
after 3), no more errors like that appears on the console.

Expected results:
no errors

Steps:
1. boot the image
Errors appears on the console.
2. echo "# " > /etc/udev/rules.d/75-persistent-net-generator.rules
3. reboot the image
Errors no more appears on the console.

This bug can be reproduced with above versions and steps.

problem still exists.
