init scripts should never return [OK] in those cases and fail.

This was reported in bug 1095395

Note the reporter there makes the valid point that
"echo \$! > $pidfile" seems redundant,
but more problematically it impacts on the return code of the init script

We don't ship these files anymore since OSP 8.
