Description of problem:
packstack does not support configuring SPICE. An OpenStack deployment via packstack will default to using VNC. It would be very nice if one could tell packstack to enable SPICE via the answers file or command-line flags.

Steps to Reproduce:
1. There's no way of requesting SPICE to be used instead of VNC when installing OpenStack with packstack

Actual results:
packstack configures consoles (via OpenStack dashboard / Horizon) to use VNC.

Expected results:
packstack should allow configuring consoles (via OpenStack dashboard / Horizon) to allow using HTML5 SPICE.

I am working on it, I'm trying to figure out how to set the decision if going with VNC or SPICE, so probably I will go with the same approach as we did with amqp (rabbitmq or qpid)
