Description of problem:
Error 500 is displayed when you try to create a new network with External Network Provider check box set

How reproducible:
Always

Steps to Reproduce:
1. Create a new network
2. Check External Network provider check box
3.

Actual results:
Error 500 and the network is not created

Expected results:
Network should be created
