Cause: in neutron-vpn-agent service files, an argument that would make the agent read the /etc/neutron/fwaas_driver.ini configuration file was missing. Consequence: neutron-vpn-agent did not apply configuration from this configuration file. At the same time, the L3 agent that is replaced by neutron-vpn-agent read the file. This introduced inconsistency in how we configure different L3 agents. Fix: service files were updated so that the configuration file is read on agent startup. Result: configuration from the file is applied for neutron-vpn-agent.
