Title: Using Foreman to deploy Neutron

This document suggest to set external_network_bridge to '' in the Networker node at the same time that GRE is expected to be set up.

As per the documentation in l3_agent.ini for the value of external_network_bridge:

# Name of bridge used for external network traffic. This should be set to
# empty value for the linux bridge. when this parameter is set, each L3 agent
# can be associated with no more than one external network.
# external_network_bridge = br-ex

Quickstack defaults to br-ex which is correct as it is where the physical interface is bridged to.
