Description of problem:
Currently packstack has no options for installing FWaaS or neutorn Metering

FWaaS conf already exists in /etc/neutron/fwaas_driver.ini

Only need to add (in /etc/neutron/neutron.conf) :
[DEFAULT]
service_plugins = neutron.services.firewall.fwaas_plugin.FirewallPlugin

This ticket contains 2 Requests For Enhancement:

- FWaaS
- Neutron metering

This should be avoided!
Normally this ticket should be closed and two separate ones created respectively.
Meanwhile, we can ignore the second request since it already exists per BZ#1098716.

So let's just focus on the FWaaS request.

Tested using All-in-One on RHOS5/RHEL7RC.

Note:
To be able to see the service in Horizon:
The /etc/openstack-dashboard/local_settings file needs to have 'enable_fw=true,' setup in the OPENSTACK_NEUTRON_NETWORK hash
There is no current way to activate the service in the GUI unless it comes by default in the local_settings file.

Have tested in openstack-packstack-2014.1.1-0.41.dev1251.el7ost.noarch

FWaaS  exists during Packstack installation.
