I ran svnadmin create /web/svn/ in /web/ as root.  It gave me the error:

svn: Berkeley DB error
svn: Berkeley DB error while creating environment for filesystem
/web/svn/db:
Invalid argument

This is on a stock Fedora Core 1 system.  This happens everytime.

This is a db4 issue which refuses to go away...
