Description of problem:

As noted on this page: http://www.ovirt.org/Ovirt-engine-backup

People typically assume that the backup includes the database, but it does not. And various problems ensue, and there are workarounds but they can be problematic.

It would be *really useful* if the backup included the database that it relies upon, even if only optionally. This would really help things like migrating an Engine to a new host, or to self-hosted.

The backup does include the database.

I think that you might refer to *creating* the database at restore time, similarly to what engine-setup does for you on setup time. Currently closing as duplicate of bug #1064503 which talks about that. If it's a different issue, please reopen and state more clearly what is missing. Thanks!
