Description of problem:
It is not possible to add resource-agent for virtual machines (vm.sh) in luci.

Version-Release number of selected component (if applicable):
luci-0.26.0-48.el6.x86_64

How reproducible: always

Steps to Reproduce:
1. check list of agents under Resources in luci.

Actual results: no virtual machine agent

Expected results: virtual machine agent present

Closing as it appears that virtual machines are different from usual resources  should be created directly under services.
