Description of problem:
run perf top as sysadm_r
SELinux is preventing /usr/bin/perf from 'read' accesses on the file .

Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
# grep perf /var/log/audit/audit.log | audit2allow -M mypol

There may be other denials if run in permissive.
