Rather FYI than a problem:

On RHEL-7 modules
  /etc/selinux/targeted/modules/active/*.pp
have -rw-r--r-- permissions while in RHEL-6 it is -rw-------.

Is there any reason for having less restrictive permissions?

Fixed since selinux-policy-3.13.1-66.el7

[# ls -ld /etc/selinux/targeted/active/modules/

# ls -ld /etc/selinux/targeted/active/modules/100

# ls -l /etc/selinux/targeted/active/modules/100                  
total 0
drwx------. 2 root root 41 Jun  9 10:09 abrt
drwx------. 2 root root 41 Jun  9 10:09 accountsd
...
