I already submited this bug and a proposed workaround for Fedora as:

The same problem and fix aplies to RHEL6 and RHEL7, so I hope the updated policy can be quickly added to RHEL.

Since RHEL-6 version of squid does not contain smp mode capability, I am closing as a notabug.

The RHEL-7 version of squid does include SMP mode and it has the same issue. As I can't change the product in this bug description, I'm opening a new one, #1102842.
