Do we need it? The /etc/sysctl.d/*, /etc/sysctl.conf settings are applied by systemd before sysinit.target. They are no longer handled by tuned and I think this is the correct way. Tuned only modifies what is specified in sysctl plugin config of active profile, so it takes precedence over values set by systemd. As tuned reverts every sysctl setting it changes upon exit I think there is no need to supplement systemd work.

If it is done like this then it is not necessary for rhel7 I assume.
