Previously, disabling the user.smb or user.cifs options would start the SMB process. With this fix, a SIGHUP signal is sent to reload the configurations if the SMB process is running, else no action is taken.

How reproducible:
Always.

Steps to Reproduce:
1. Install RHS ISO.
2. Create a volume and start it.
3. Now set the volume option user.smb by running the command "gluster volume set <vol_name> user.smb disable

Actual results:
smb process starts.

Expected results:
smb process should not be started.

Verified and works fine with build glusterfs-3.6.0.17-1.el6rhs.x86_64.
