It is possible to submit mod_cluster configuration form with invalid values. 

Steps to reproduce

1) Navigate to Configuration - Web - mod_cluster - Networking
2) Click edit
3) Set "Worker Timeout" to invalid value e.g. -50
4) Save


Expected Result: Validation Error, unable to save configuration
Actual Result: Configuration is closed and Backend Error message appears
