Description of problem:
Gconf2 package doesn't contain /usr/lib/gconf-sanity-check-2, if it
build without gtk2-devel. So GConf2 should BuildRequires: gtk2-devel
gconf-sanity-check-2 is needed to build gnome-session (at least)

Steps to Reproduce:
1.rpm -e gtk2-devel
2.rpmbuild --rebuild GConf2-2.4.0-1.src.rpm
3.check if built package contains /usr/lib/gconf-sanity-check-2
