This bug is created as a clone of upstream ticket:
https://fedorahosted.org/freeipa/ticket/4268

Attempting to create a dns zone with a name like foo--bar.com. gives the following error:
Zone name: only letters, numbers, and - are allowed.  DNS label may not start or end with -

According to rfc 1034, section 3.5, looks like foo--bar.com. should be acceptable.

This affects OpenStack Designate (DNSaaS) which allows domain names with consecutive dash characters.

This request is already fixed in upstream FreeIPA project. Please refer to the linked ticket for additional details and related commits.
