Previously, virtual machines that went down were being processed synchronously as part of each iteration of VdsUpdateRunTimeInfo. This had the potential to cause VdsUpdateRunTimeInfo to take a long time and block the thread. Now, the processing of VMs that have gone down are processed in a separate thread. As a result, they no longer block the VdsUpdateRunTimeInfo thread.
