1. Attempt to remove the version
1. Note 403, even as admin or a user with the correct permissions

Verified with snap10 compose3

I can removed a content-view version from any of selected env successfully. Initially I tried from Library then from dev and it works. Also re promote to same env as well. Please see screenshot for verification.
