Description of problem:
When you create a Volume, and you don't have a Type defined, there's nothing in the dropdown. While it's empty, and not marked as required, it still makes me a little nervous and wonder what I'm missing out on by not having a Type to pick. Many other dropdowns in OpenStack either have a default value, or some helper text instead of just being empty. The Launch Instance dialog has "--- Select source ---" for Instance Boot Source, and on the Access & Security tab, if you don't have any Key Pairs, it says "No key pairs available, with a + button you can click that takes you to the Import Key Pair dialog.

I'm honestly not sure how important Type is, especially since you can't seem to do much with it in the UI yet, and have to use the CLI to actually configure more than a Name for it, but it seems like there should be some helper text or a string that says they don't have one yet, and possibly help link them over to where they could create one.

Apparently, it's fixed upstream. When there is no volume type set, the text "no volume type" will be shown. This is currently submitted for Juno.

How to test:
------------

Make sure you have no volume type set in your environment (can be verified from Admin -> Volumes)

1. Go to the Project Volumes panel
2. Try to create a volume
3. The Volume Type dropdown reads "No volume type" rather than showing an empty box
