Description of problem:
python-neutron currently packages files that belong to embrane plugin. These files should be split into separate plugin-specific package like all other plugins.

/usr/lib/python2.7/site-packages/neutron/plugins/embrane/...

Once done, we may also remove a hack from spec file that temporarily removes the following config file, and package it properly:
/etc/neutron/plugins/embrane/heleos_conf.ini

It will be fixed in Juno based release (RHOSP6) once RDO pieces are merged into RHOSP6 repo since it's already fixed in RDO Juno.
