Description of problem:

user creation does not require email,
user update requires email

which makes no sense:

# hammer user create --login test1 --auth-source-id 1 --password testing
User created

# hammer user update --login test1 --firstname Name
Could not update the user:
  Email address can't be blank


UI works the same way
