Previously, balloon stats retrieval was gathered by a costly direct libvirt call in the getStats() body, resulting in a significant slowdown in this frequent API call. Now, the balloon information getter has been reimplemented as a sampling function, and moved into the VmStatsThread to make things more robust.

Verification steps: 1. Create 1 DC, 1 Cluster, 1 Host 2. Use host local storage 3. Create 200 VMs with GA running for mom to get stats of VM 4. After 30 minutes no timeout occured Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
