Introduce Python 3 support for PyPAM

Hi, I've created a patch that adds Python 3 support to PyPAM and introduces python3-PyPAM subpackage. I've also enabled test during RPM build and did some simple testing myself, everything seems to work. A successful Koji scratchbuild with this patch is at [1].
Since upstream is, AFAICS, dead, I didn't send this patch anywhere else. Please consider merging to rawhide.
