Don't depend on java-1.7.0-openjdk

Oat currently BuildRequires java-devel and java-1.7.0-openjdk-devel. That's redundant, because java-devel pulls in a working javac. Also, java-1.7.0-openjdk-devel is removed in rawhide.

Oat also Requires java-headless and java-1.7.0-openjdk. This is also redundant, but also, the java-1.7.0-openjdk makes the -headless useless since all the client libs are pulled in by java-1.7.0-openjdk. Also, java-1.7.0-openjdk is removed in rawhide.

Fixed in release 14.

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
