Description of problem:

Even though plague-server relies on systemd in Fedora it still installs an init script. (Both /etc/rc.d/init.d/plague-server and /usr/lib/systemd/system/plague-server.service are installed.)

In Fedora I see lots of -sysvinit subpackages for such files but no sysvinit system anymore.

Dropping the files is an easy fix, and the spec file has been specific to Fedora >= 18 anyway.
