When using Subscription Asset Manager with Satellite 5.6+ in the enhanced reporting configuration, systems are assigned appropriate subscriptions based upon system facts and products consumed. However SLA assignment seems 'random' as there is no heuristic available for Splice to determine which systems get a premium or standard subscription. 

This is useful as many end-users purchase standard subs for Dev/QA and premium subs for Production systems. Currently the end-user has to disable auto-attach and manually assign subscriptions OR allow auto-attach to run, and 'fix' the systems which get assigned the 'wrong' sub. 

This RFE requests implementation of some method for the end-user to denote an SLA preference for a system or group of systems that will be respected by splice (and potentially spacewalk-splice-checkin).
