Description of problem:

Running packstack on a Fedora 20 VM that has NetworkManager installed but disabled and networking enabled fails with

"error: NetworkManager is not running"

Uninstalling NetworkManager and re-running packstack succeeds.

Consistent behavior.


Steps to Reproduce:
1. Disable NetworkManager, enable network services, do not uninstall NetworkManager
2. Run packstack


Additional info:

I tried enabling and disabling different components and re-running but this had no effect. I am configuring for nova-network NOT neutron for testing purposes, so that might be relevant.

Brent,

Did you ever get resolution on this or is it WAD? I have same issue in F20/Icehouse and removing NetworkManager altogether got me past it. Using Neutron, not nova-network.
