Description of problem:
zeromq3 build fails in %check on s390(x)

How reproducible:
Always

Steps to Reproduce:
1.build package on s390(x)

Additional info:
It seems to be timing issues in tests. I prepared patch fixing this by increasing/introducing time delay in tests. This fixes build on s390(x). Scratch builds are successful on all arches. I am unsure where to post this upstream, feel free to do so.

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
