Description of problem:
Possibly incomplete/wrong instructions @ http://openstack.redhat.com/Testing_IceHouse_using_Tempest :
Running tox -eall network simply fails with missing tox.ini

(Note, this is after I've followed the instructions at 'Using tempest with python 2.6' as I'm running on CentOS 6.5.)
