Description of problem:
rhq master is unstable

Version-Release number of selected component (if applicable):
latest master build - id:b17a222

How reproducible:
always

Steps to Reproduce:
1. install latest master
2. run auto-discovery operation on platform 
3.

Actual results:
after step1. http://pastebin.test.redhat.com/220272 -- WARN  [org.rhq.enterprise.server.storage.StorageClientManager] (pool-6-thread-1) Storage client subsystem wasn't initialized. The RHQ server will be set to MAINTENANCE mode. Please verify  that the storage cluster is operational.: java.lang.NumberFormatException: null

After step2.

no exception in neither server nor agent logs

(4:20:21 PM) ahovsepy: will be waiting for the next master jenkins build in the morning and then will continue with war versioning 
(4:49:29 PM) jshaughn: The first issue is resolved. Libor and I fixed that earlier today.
(4:50:16 PM) jshaughn: The second one I think is due to the server being in Maintenance mode and rejecting connections.
(4:50:25 PM) jshaughn: Should be fixed with the next master build.
