This bug is created as a clone of upstream ticket:

when running the ipa test suite there are many errors like:

SLAPI_PLUGIN_BE_TXN_POST_DELETE_FN plugin returned error code -1

Steps:

0. Enable USN plugin
1. Delete a non-existing entry.
2. If "SLAPI_PLUGIN_BE_TXN_POST_DELETE_FN plugin returned error" messages is not logged in the error log, the fix is verified.
