Description of problem:
After choosing a system and selecting the "packages" tab, I click on
"profiles" and get a:

"Permission Error

You do not have the appropriate permission set to access the requested
page. You may have reached this error page in one of several ways:"

Seems to be a bug.

Always

Steps to Reproduce:
See above.  

Actual Results:  See above.

Expected Results:  Don't know. I was just trying to get a first look
at this function. ;-)

This happens when a system is entitled as "Management System" just
as you expected.

Yep, looks like this was fixed in cvs on 2003/12/08 - should be in the
next release.
