Description of problem:

When destroying an app using oo-admin-ctl-app from a broker, nothing is logged on the broker server. On the node the openshift-agent logs an action with required-id being nil.

We should log this action properly, so we have a record of it.

Verified this bug on devenv_5020

Delete an app via oo-admin-ctl-app: destroy/force-destroy those two options

#oo-admin-ctl-app -c destroy -l zzhao -a a1

check the development.log:
