Description of problem:
nagios-plugins-openmanage requires perl-Config-Tiny which has not yet been built for EPEL7

perl-Config-Tiny is provided by Red Hat in the optional repo. As far as I know, EPEL requires (more or less) these repos to be enabled:

rhel-7-server-extras-rpms
rhel-7-server-optional-rpms
rhel-7-server-rpms
rhel-ha-for-rhel-7-server-rpms

It should just be a simple matter of enabling the optional repo with subscription-manager, and perl-Config-Tiny is available.
