Description of problem:
Resulting from https://github.com/zanata/zanata-server/pull/522
If the field requires a number of characters to be entered (e.g. the maintainer search fields require 3 characters to start searching) the activity indicator should not show

How reproducible:
Easy always

Steps to Reproduce:
1. Go to any maintained project and select Settings->Permissions
2. Enter two characters

Actual results:
The search indicator shows, but the field does not search until 3 characters are entered

Expected results:
No indicator
