lbaas-agent.ini
Problem is that user_group in lbaas_agent.ini needs to be in [haproxy] section. Weird thing is that according source code of Havana it was the same. I'm trying to reproduce locally. Bug 1122724 deals with RHEL 7 and new deployment while this (bug 1123826) is on RHEL 6.5 and it used to work in RHOS 4 but after upgrade to RHOS 5 it doesn't work with the same config file.
