Description of problem:
as subject

Version-Release number of selected component (if applicable):
v3.8.10 on devel server

How reproducible:
100%

Steps to Reproduce:
1.login tcms with admin
2.and enter home page and check whether there is highlight
3.then enter environment and check the highlight again.

Actual results:
step2:there is no highlight to identify which page we had accessed.
step3:there is no highlight too,but its highlight redirects to the ADMIN page.

Expected results:
they both need to add highlight to themselves and should redirect right.

And the home/bookmarks and Basic information also redirect their highlight to admin page.
