Prestarted field is always disabled on New Pool General TAB

Prestarted field is always disabled

Expected results:
Either if this field can not be set in new pool remove it from the dialog or if it can be set (which is more logical to me) enable to set its value

AFAIR, this field is disabled in the "New Pool" dialog by design (this field is enabled only in the "Edit Pool" dialog); in order to avoid confusion, it might be better to hide it in the "New Pool" dialog. up to 'virt'.
