Creating a new sync plan without an interval can be confusing for new users, such as myself, when the created plan fails to ever run due to not selecting interval.

I would suggest the following: 
1. Make interval a required field on creating a new plan. 
2. Replace "none" with "disabled" to clearly indicate that this plan will not run. 
3. Force the user to select an interval (ie. don't have it default to "disabled".

This bug is slated to be released with Satellite 6.1.
