Description of problem:
Currently text enclosed in <th> tags are not included in the list of block level tags to be translated.
This results in the table headers to be untranslated. 

Version-Release number of selected component (if applicable): 4.1


How reproducible: 100%


Steps to Reproduce:
1. Find text enclosed in <th> tags in source en-US xml file
2. Check the corresponding pot and po files


Actual results:
pot and po files do not include the text

Expected results:
Should be included, so that it is translated

Hi Rudi,

We have a bunch of RHEL-OSP books to publish in the next month or two.
Would it be possible for you to escalate this for us?
If that cannot be done, please let us know as early as possible. We need to report the delay of publishing to docs team and PMs.

Next month or two isn't urgent, we can get this in to 4.2.0 which should be released in a couple of weeks.

verified with: publican-4.1.9-0.el6eng.t11.noarch

a <th> in a <tr> gets included in the POT and PO files as expected, and translations for those elements get usded when the translated version builds,

A fix for this shipped in Publican 4.2.0.
