Description of problem:
When upgrading from Red Hat 9 to RHEL3 the RHEL3 redhat-release rpm is
considered older than that of RH9.  As a consequence following the
upgrade the release version is still Red Hat 9 (shrike)

How reproducible:
On all three upgrades I have done.

Steps to Reproduce:
1. use up2date --nox --configure to set VersionOverRide to 3ES and run
up2date -uf
2. Force install of db4 and db4-utils (as dependencies broken)
3. Run up2date -uf a final time to complete upgrade.  The console will
report the kernel as being:
Red Hat Linux release 9 (shrike)
Kernel 2.4.21...EL on an i686

While it should work, upgrades from Red Hat Linux to RHEL aren't supported and 
there are some known areas where this is known to break (this is one of them).
