Steps to Reproduce:
1. Create a custom product p1
2. Create a puppet repo for product p1

Actual results:
While creating the puppet repo, I am given an url to add the puppet module but I am not given an option to upload a puppet module

Expected results:
While creating a puppet repo, I should be given an option to upload a puppet module

Additional info:
Right now, I need to create the puppet repo first.  Go back to the puppet repo to upload my puppet module.
