Description of problem:
Following the instructions in:
https://access.redhat.com/documentation/en-US/Red_Hat_Enterprise_Linux/7/html/Security_Guide/chap-Federal_Standards_and_Regulations.html
to enable FIPS mode, causes the system not to boot.


Actual results:
dracut: FATAL FIPS integrity test failed
dracut: refusing to continue


Expected results:
The system should have booted.

The release tested was:
RHEL-7.0-20140507.0-Workstation-x86_64-dvd1.iso

and yum packages were updated via brew.
